Scott Miller is the Chief Engineer of Leadership Strategies, Inc. (LSINC) and provides technical expertise to determine best approach for customer’s positioning strategy. He utilizes his engineering background to understand client capabilities and incorporate that knowledge into a thorough product for the client and specializes in Aerospace and Defense Industry within the Federal Government and their International Partners.

During the past 14 years, Mr. Miller has become a leader in the management of multi-million dollar systems’ testing programs with a demonstrated expertise in strategy, management and engineering. His managerial skills are enhanced through a unique combination of technical, operational and management experience. He has established a record of accomplishment in strategic planning resulting in increased efficiency and improved delivery of products. Mr. Miller has a solid background in troubleshooting, identification and isolation of issues, analysis of test results and resolution of discrepancies. He has demonstrated an exceptional ability to understand the technical aspects of programs from a strategic perspective and communicate that to a wide range of audiences to ensure collaboration for success.

Mr. Miller began his career as an F-15 Flight Test Engineer with The Boeing Company where he provided support to the 40 FTS and the 46 OGM at Eglin AFB. His responsibilities included developing procedures and checklists for multiple test programs on the F-15. He provided technical expertise during on-aircraft activities and supported mission pre-briefs, missions, and debriefs to answer technical questions regarding general aircraft systems and aircraft/store interface. He provided training to aircrew, program managers, and test engineers in weapon certification and weapon integration testing. Mr. Miller was also involved with managing Boeing shop personnel during modifications and interfaced with multiple USAF organizations in support of several modification efforts. Beginning in 2001 Mr. Miller also began serving as the Flight Test Engineering Lead for Boeing’s F-15E Air Show and Evaluation efforts. He managed flight test activities in support of the 2001 Asian Air Show, 2001 Korean Flight Evaluation, 2002 Singapore Flight Evaluation, and the 2003 Singapore Air Show. Mr. Miller also acted as the prime interface in coordinating deployment of aircraft, support equipment, and personnel from Eglin AFB and Lakenheath AFB to Air Show/Evaluation sites and developed logistics and flight test support plans, planned, scheduled, and conducted flights. These efforts contributed to Korea and Singapore selecting the F-15E Strike Eagle.

In 2003, Mr. Miller was requested by the Precision Strike System Program Office to provide his technical expertise to all contractors involved in the Small Diameter Bomb (SDB) competition. Mr. Miller developed an engineering concept and provided design inputs for the modification of F-15E aircraft in support of SDB Component Advance Development (CAD) phase of testing. This design allowed for interface with smart weapons on aircraft weapons stations years ahead of the scheduled upgrades to enable this capability. Mr. Miller also initiated and assisted in the design of test sets used for troubleshooting of the aircraft 1760 weapon interface. Following his work with Small Diameter Bomb, Mr. Miller transitioned into the Operational Flight Program (OFP) Combined Test Force (CTF) as the F-15E Developmental Test (DT) Director at Eglin AFB. Mr. Miller acted as the Boeing Flight Test Representative to the USAF customer regarding planning, execution, and reporting for OFP flight testing on the F-15E. Testing included a multimillion dollar software and hardware upgrade for the 238 F-15E aircraft in direct support of the warfighter. This testing resulting in the fielding, on schedule and under cost, of the largest and most complex hardware and software upgrades in F-15’s 35-year history. Mr. Miller developed and maintained strong relationships with internal and external customers in order to ensure Boeing and USAF test objectives were seamlessly accomplished. Mr. Miller was also responsible for interaction with subcontractors, government personnel, and other test organizations during test requirement, test planning, and aircraft integration meetings. He was responsible for developing and documenting processes and procedures for current and new flight test methods of operations. Through a developed expert knowledge of the F-15 weapons and avionics systems, he provided technical support to aircrew, test engineers, and other test teams during all phases of the test program.

In 2007 Mr. Miller broadened his technical experience and increased his leadership skills by transferring into the Boeing Ground-Based Midcourse Defense Flight Test Team. He was offered a position as Flight Test Integrator, but was quickly promoted to Flight Test Manager of the FTX-03 program. He acted as the Boeing T&E representative for FTX-03 interacting with Boeing and Government management as well as outside agencies supporting the flight test. Mr. Miller coordinated, assigned, tracked and provided guidance to the Boeing Core Flight Test Team. His responsibilities also included managing the administrative, planning, and execution efforts associated with the multimillion dollar Flight Test.

In 2008, Mr. Miller was asked to bring his engineering and management experiences to LSINC. Mr. Miller provides an engineering perspective in support of the analytical research to provide positioning strategies and executive level decision making support. Mr. Miller’s education consists of a B.S. Degree in Building Science from the University of Southern Mississippi, a Bachelor of Aerospace Engineering from Auburn University, and has completed 90% of the requirements for a Master of Science Degree at Auburn University.
